b90d7ed5e2 Updates to notebooks for python 3.12 
- Fixed datetime deprecation issue with datetime.utcnow() to datetime.now(UTC)
- Fixed deprecations related to numpy 2.0
- Fixed deprecations related to shapely 2.0
- Updated text products that had been consolidated/added

Update index.rst 
Remove the recommendation of running `conda update --all` because I think it can do more harm than good sometimes, because of code version dependencies.

ad5e63c1d3 Add 'toctree' back into the index.rst file: 
-without this command the outline on the left hand does not get generated
-also had to add the ':hidden:' flag, so it's not displayed on the body of the page as well

1c542df215 Changes to the python-awips main webpage: 
-changed the opening text slightly from "geometry" to "geographic"
-added a prerequisite software section that specifies python3, conda, and git (optional)
-added a package-only installation section with subsections for pip and conda
-moved previous instructions to their own section titled Source Code with Examples Install
-removed all remaining information as it was basically a duplicate of what exists on this webpage
-added a contact us section with our support email

Update Python-AWIPS home page 
Small changes to the environment install options:
-change the 'source' command to 'conda', since source is deprecated
-the environment is now called "python3-awips" not "python-awips"
-add a step to update the conda environment (necessary to execute first in order to be able to run the jupyter notebooks)
-added a space between the -- because you can't tell it is indeed two dashes on the website.
