-Changed the menu name from "Obs" to "Surface"
-Added in previous java code to plot/display the Surface Temps
-Added in previous bundles
-Combined the METAR/Synoptic plots to one menu (like in v18)
-Removed local data
-Removed mping (local data)
-Added in previous svg files needed for plotting
