David Gillingham 137dbb9783 Omaha #3157: Refactor TPCWatchSrv, SPCWatchSrv, and WCLWatchSrv to correctly handle multiple active GFE sites. Update active table code to allow multiple configured SPC and TPC sites from VTECPartners.py.
