Despite having the airport listing at the top in the XML code below, it will always appear after all
the other bullets due to a WarnGen hard coded issue designed for dam breaks.
User must click "Dam Break Threat Area" button in WarnGen GUI after selecting airport. We are working
to get this button label changed.
