The system is capable of producing Local Effect phrases which describe distinctions between designated edit areas.  For example, “Highs in the 80’s except in the 70’s in the mountains.”  You must describe the criteria for a local effect on a phrase-by-phrase basis and virtually any phrase listed in the phraseList can have a set of Local Effects associated with it.
