Issue #1214 Made VizGlobalsManager check for null window before calling getPage() since getInstance() still returns succesfully when null window is passed in. Change TimeMatchingJob to be shutdown when core plugin stops and cancels existing jobs.

Issue #1171 updated TimeSeriesDisplayCanvas.findGraphMinMax(GraphData) to check the latest only setting before including historical traces in the calculation. Replaced System.err logging in TimeSeriesDlg with UFStatus handler logging. Since show latest forcast is always checked initially by default, removed some changes that were unncessary.
