Issue #2873 Revert the deletion of the ncep nsharp win32 project.

Amend:  added the gov.noaa.nws.ncep.ui.nsharp.win32 plugin dependency back to the com.raytheon.uf.viz.ncep.nsharp.feature/feature.xml.
